Dr. Hoefer earned his medical degree from the Philadelphia College of Osteopathic Medicine in 1977 followed by General Surgery Internship and Residency at Wilford Hall USAF Medical Center at Lackland Air Force Base, TX, finishing in 1983. After residency he completed a Surgical Oncology Fellowship at M.D. Anderson Cancer Center in 1984. After fellowship, Dr. Hoefer served at David Grant USAF Medical Center and Wilford Hall USAF Medical Center as a Surgical Oncologist and Residency Training Officer from 1984 to 1989. During this time, he also served as Consultant to the Surgeon General for Cancer Surgery. Dr. Hoefer returned to active military service in 1990 as Chief of Surgery for the 159th MASH stationed in Iraq caring for combat casualties during the Persian Gulf War.
He and his wife, Dr. Elizabeth Harden, moved to Newport News in 1991. Dr. Hoefer devoted his practice to surgical oncology, specializing in breast, colorectal, hepatobiliary, pancreatic and melanoma surgery. Dr. Hoefer is a Fellow in the American College of Surgeons and the Society of Surgical Oncology. He has contributed over 50 articles and abstracts to the literature andwon the Hume Award for best paper from the Virginia Surgical Society for his personal series of pancreatic resections. Dr. Hoefer served as Co-Director of the Dorothy G. Hoefer Comprehensive Breast Center, Assistant Professor of Clinical Surgery in the Department of Surgery at EVMS, and as the Medical Director for Development of the Sentara Cancer Network.
In 2018 Dr. Hoefer retired from clinical surgery practice, and since then is serving as the Medical Advisor to the Sentara Cancer Network.
